Belonging for All
At their best, public libraries centre the goals of
equity, access, connection and learning at all
stages of life. They work within a network of
services and public spaces that aspire to the
common goal of happy and healthy
communities. Libraries present a vision for what
is possible: a public trust of shared resources
where no one is left out or left behind.
The 2024-2028 Strategic Plan for Waterloo
Public Library is the work of the hundreds of
people who shared their ideas for what the
library should be. It builds on a long and
established history of excellent library service
and imagines a thriving community that is multiliterate, engaged and welcoming to all.
At the core of our plan is an invitation to our
community to stay connected to this work. Built
into our goals and objectives for the next four
years is an emphasis on co-designing the future
of our library with our community.

community co-design and environmentcentered design we will work with our customers,
partners and community members to bring this
plan to life.
