Petaluma DATStandardize Community EngagementAccording to the Climate Emergency Framework, “theClimate Emergency Resolution has elevated communityengagement on climate change to a top policy andplanning priority.” A process of democratic engagement,focused on increasing participation of vulnerable groupsand disadvantaged communities, may lead the City ofPetaluma to a comprehensive community engagementprocess, where all members of the community mayshare a common sense of purpose and ownership of thepotential solutions to the climate and economic crises.Recommendations1. Strengthen democratic engagement by promotingbottom-up citizen participation (as opposed to atop-bottom approach driven by government), allowingfor residents of the city to first informally, and thenthrough a formal process of engagement, drivecommunity participation in the definition, design andimplementation of policy programs.2. Enable community-based organizations andcommunity champions to fully represent vulnerablegroups, including disadvantaged communities andcommunities by affinity, to voice their concerns,articulate their needs and help accelerate communitywealth building.44
