Petaluma DATSites Not StudiedOne of the most important considerations for makingPetaluma carbon-neutral is reducing the vehicle milestravelled by both people driving into the City to work whocannot afford to live in Petaluma, and people drivingout of the City for jobs that are not in Petaluma. Thisnaturally creates a planning imperative to identify allfeasible possible housing sites as well as many feasibleoffice and light industrial sites.May of these sites were identified in the Urban LandInstitute’s Technical Assistance Panel Report datedSeptember 17-22, 2020. We agree that the many acreswithin the city limits currently occupied by shoppingmalls – especially along Washington Street – are idealhousing and commercial development sites. We findthat many of our recommendations are compatible withthose of the 2020 ULI TAP, but the assignment givento the AIA DAT was quite different from the ULI Tap’scharge. These mall sites and their vast parking lots –as well as the Petaluma Fairgrounds itself – are notwhere the underserved and car-dependent residents ofPetaluma live; simply stated, they were not relevant toour work.38
