The need
have a mental health problem, a 昀椀gure that
has risen by 50% in the past three years,
and nearly half of children from low-income
backgrounds worry about money.8
A particular concern is pupil attendance
at school, which remains signi昀椀cantly lower
than in 2019:
• Pupil absence from school in the 昀椀rst two
terms of 2022/23, was 7.3%, compared to
under 5% before the pandemic9
• In 2022/23, 21.2% of pupils were recorded
as ‘persistently absent,’ meaning
they missed more than 10% of school
sessions. 35.7% of pupils eligible for free
school meals were persistent absentees10
• Around 139,000 pupils were severely
absent, missing more than 50% of school
sessions11
• In 2021/22 only 35.6% of persistently
absent pupils received grades 9-4 in
English and Maths, compared with 67.6%
of all pupils12

Schools are going above and beyond to o昀昀er
support to young people and their families:
90% are subsidising extracurricular activities,
87% are providing uniform and clothing,
and 70% are providing food.13 However,
this has placed further pressure on school
budgets, which were already stretched by
higher energy costs and the need to fund
much-deserved increases in sta昀昀 pay from
the existing budget. Almost half of primary
schools and two-昀椀fths of secondary schools
were operating de昀椀cit budgets in 2022/23
and were having to make cuts.14
