A. BMAs the 昀椀rs Paris country to jointhe CSC, the UK sends a strongsignal to other Paris countriesabout the consistency andcomplementary nature of the CSCand the Paris Convention. At 昀椀rstglance, the process of integratingthe CSC, the Paris Conventionand the Brussels Conventioncan appear daunting. But inrevising its national law, the UKhas done an outstanding job ofintegrating the three conventions.It has shown it can be donesuccessfully and that there areno overwhelming or intractableissues.I’m optimistic other Pariscountries will follow suit. I’mhopeful they’ll see the very realadvantages of CSC membershipin terms of their nationalinterest. As the UK has observed,CSC membership signi昀椀cantlyincreases the con昀椀dence ofsuppliers, investors and lendersto participate in nuclear projectsin a country. I believe the UK’saccession will provide themomentum to tip the scalestowards a truly global regime,which both makes good businesssense and enhances protection forpotential victims.Q. What does the CSC meanfor energy security and thenet-zero transition?A. BAThe UK Government has beenvery strong in its commitmentto reaching net zero by 2050,and recognises that nuclear isgoing to be key to achievingthat goal. Accession to the CSCis all about creating the bestpossible conditions for achievingour nuclear ambitions. It’s aboutcreating the con昀椀dence andclarity that will enable new2727nuclear to thrive and contributeto our net-zero targets.A. BMNuclear energy must play a majorrole in addressing climate change,energy security and economicdevelopment. There is a need fornew nuclear in the UK, the USand around the world. No nuclearproject goes forward, however,unless the operator, suppliers,investors, lenders, insurers andthe public are satis昀椀ed that theirconcerns over nuclear damageand legal liability have beenadequately addressed. A globalnuclear liability regime based onthe CSC is by far the best wayto address those issues and takenuclear liability concerns off theboard as an impediment to newnuclear.Liability is almostan emotionalissue with some ofthese transactions,and unless peopleare confident thatit’s dealt with, itcan kill a project.
