Nagpur Sewage Treatment Plant,
Maharashtra State
150,000 m3/d in reuse capacity at a 200,000 m3/d tertiary STP procured under an
annuity payment model. $98 million in capital expenditure provided by project
developer Vishvaraj Infrastructure will be refunded by the client over the project’s
32-year concession period, and operational costs refunded at regular intervals. A
purchase agreement for tertiary-treated effluent has been signed with Maharashtra
State Power Generation Company, and another is expected to follow with India’s
National Thermal Power Company.
Taiwan
Linhai Industrial Park, Kaohsiung
A 45,000 m3/d project procured under a 15-year build-transfer-operate (BTO)
contract worth NTD3 billion ($98 million). The Kaohsiung City Government will sell
treated sewage effluent (TSE) to the Linhai Kaoshiung Industrial Park. A CTCI/Hsin
Dar consortium reached financial close on the project in October 2016. The initial
construction phase will have a capacity of 25,000 m3/d. The Taiwanese government
plans to have a total of 313,000 m3/d in reuse capacity serving industrial parks by
2023.
Singapore
Changi NEWater Plant II
A 228,000 m3/d expansion to the Changi Water Reclamation Plant. A 25-year
design-build-own-operate (DBOO) contract was awarded to a Beijing Enterprises
Water Group/UE NEWater joint venture in January 2015, which invested SGD180
million ($131 million) in the project.
USA
Polk Power Station, Florida
The Tampa Electric Company funded a $120 million regional reclaimed water
project and a 15 km pipeline as part of a 30-year water supply agreement. 18,900
m3/d of water is provided to the power station, with the potential for future
expansion to 64,400 m3/d. Treated wastewater will be provided at no cost for at
least the first 20 years of the agreement. The project was completed in 2015.
USA
Midland/Odessa treated effluent sale,
Texas
In 2012 the City of Odessa, Texas signed an 11-year agreement to sell 100% of the
city’s treated wastewater at a rate of $1.67/m3. Pioneer also funded construction
of a $25 million pipeline. Pioneer paid a $3 million deferral fee when the 2014 oil
price crash delayed implementation of the agreement. In December 2016 Pioneer
signed a 28-year effluent purchase agreement with the City of Midland, Texas,
where it also funded a $110 million upgrade to wastewater treatment infrastructure.
United Arab
Emirates
Wathba 2 and
Al Hamah WWTPs, Abu Dhabi
Two WWTPs with design capacities of 300,000 m3/d and 130,000 m3/d, awarded
together in 2012 under Abu Dhabi’s second independent sewerage treatment
project (ISTP). The project was developed by Abu Dhabi Water and Electricity
Authority (ADWEA), Veolia and Besix under a 22.5 year build-own-operate-transfer
(BOOT) contract. Treated effluent is used for landscape irrigation.
