7 | Voter ID requirements
You can apply for a VAC:
online at Gov.uk; or
by filling out a paper application form and sending it to your local council. You can
contact your local council to request a form or download one here. You can find
contact details on the Electoral Commission’s website.
To apply for a VAC, you will need to provide your:
name (you should apply using the same name that you used to register to vote)
address
date of birth
National Insurance number.
You will also need to provide a photograph – the requirements are similar to those for a
passport photo. You can find further information on the requirements on the Electoral
Commission website.
Your local council will process your application. They will send the Voter Authority
Certificate to you by post.
They will also send you instructions on how to use your certificate.
You do not need photo ID to vote by post and you do not need to apply for a Voter
Authority Certificate to vote by post. Please see Section 5 above for the requirements to
apply for a postal vote.
If you are voting by proxy and your trusted person prefers to vote at your designated
polling station (rather than by post), they will need to bring their own photo ID as
opposed to your photo ID.
