GLOSSARY
Relative low income – living in households with income below 60% of the
median in that year
Absolute low income – living in households with income below 60% of
(inflation-adjusted) median income in some base year, usually 2010/11
Unaccompanied Asylum Seeking Children (UASC) – children and young
people who are seeking asylum in the UK but who have been separated from
their parents or carers
Index of Multiple Deprivation (IMD) – measure relative deprivation in small
areas in England called lower-layer super output areas
Lower-layer super output areas (LSOA) – a geographic hierarchy designed
to improve the reporting of small area statistics in England and Wales. There are
34,753 LSOAs (ons.gov.uk)
The Income Deprivation Affecting Children Index (IDACI) – measures the
proportion of all children aged 0 to 15 living in income deprived families
Children in Need (CIN) – children identified as being exposed to, or at risk of
being exposed to, various adverse childhood experiences which require social
care intervention
Local Authority (LA) – an organisation that is officially responsible for all the
public services and facilities in a particular area
Statutory Homeless People not in Priority Need – Having a priority need
means that the council must normally provide accommodation for you, at least
temporarily. Not everyone who is homeless has a priority need because the legal
meaning of who has a priority need is much more limited. You will normally have
a priority need if you are pregnant, have dependent child(ren) who normally lives
with you, have been made homeless by a fire, flood or a similar emergency, are
aged 16 or 17 (social services may also have a duty to accommodate and support
you), are aged 18, 19 or 20 and were ‘looked after’ (even for one day) by social
services when you were aged 16 or 17, or are a ‘vulnerable’ person
BAME comprises all Mixed, Asian, Black and Other (non white) ethnicities. Since
March 2022, the term is no longer used in government
Indebtedness – the condition of owing money
One Stop Shop – offer free advice, information and support from a range of
agencies all under one roof in order to help victims of domestic abuse
Excess Winter Deaths – the ratio between average daily deaths in DecemberMarch versus other months
NEET – Not in Education, Employment, or Training”, refers to a person who is
unemployed and not receiving an education or vocational training
Education and Health Care Plan – for children and young people aged up to
25 who need more support than is available through special educational needs
