opportunities to support economic recovery
Whilst unemployment across all ages has decreased in
the first quarter of the financial year, Sevenoaks had the
biggest spike in unemployment across all districts in the
year February 2020 to February 2021.131 Thanet had the
highest unemployment figures but there was only a 78%
spike from the previous year, whereas there was a 211%
spike in Sevenoaks, making the recovery process more
difficult.132
In rural areas there are further issues; unemployment
and under-employment are taking younger people away
from their families and work in rural areas is low paid
and intermittent. With a high number of SEND young
people in the district transition into employment is an
important issue. There are also no higher or further
education facilities in Sevenoaks so providing people
with basic skills is important.

The rural economy is also disadvantaged by poor
broadband speed and reliability as well as inadequate
mobile phone networks affecting local businesses and
those working from home. A combination of the older
demographic and the unavailability of high-speed
broadband and mobile phone networks are leading
to an increasing digital gap between urban and rural
areas. This is exacerbated by the increasing number of
key services, such as job search opportunities, banking,
education, and health-related services, that are online or
moved online during the pandemic.

“When I first visited Sailability with my father I had
never been in a sailing dinghy before, I went out on
the water in an Access 303 with an instructor. I had
a great time, learned a considerable amount about
how boats sail and by the end of the day I was very
keen to take up sailing as a hobby.
“Over the next three weeks I went out on the
water with a number of the other instructors all of
whom were keen to pass on their knowledge and
experience. On my fifth visit to Sailability I was
allowed to sail solo in an Access. I was thrilled and
felt perfectly safe as the safety boat was close by
just in case, I needed some help.”
