Purpose of the Meeting
- Hold direct discussions between the lead
researcher (Josh Fothergill) and members of
the Federal Ministry’s EIA team to get input
from across the Government’s team on Ministry
ambition, current systems and digital ESIA
progress in wider practice.
- Develop a deeper understanding of the EIA
process in Nigeria and the role the Federal
Ministry plays, especially across the three
different legislative EIA systems.
- Follow-up on details provided by the Federal
Ministry of Environment to the Digital ESIA
research survey around numbers of EIAs per
year, digital systems for handling and storing
EIA reports, observed progress in use of digital
technology by EIA consultants on behalf of
developers.
- Understand the interest and potential role of
Netherland Commission for Environmental
Assessment in the project and discuss potential
other wider parties who may be able to
support later steps in advancing the uptake of
effective digital approaches for improved EIA
performance in Nigerian practice.
2. Netherlands Commission for Environmental
Assessment
The NCEA explained their interest in the study
and opportunities where they may be able to
provide assistance as activity around Digital
ESIA progresses.
○ NCEA has a mandate to work in Nigeria
and seeks to engage where its knowledge
and experience has the potential to aid
development and effectiveness of EIA
practice.
○ NCEA and Netherlands EIA profession has
experience of digitising EIA process both in
terms of reviews of EIA reports and in terms
of lessons learnt from development and
deployment of practice.
○ NCEA is not a finance institution, so is not
generally able to provide direct financial
assistance for development of EIA practice;
however, it can support indirectly, in this case
the most obvious opportunities would be:
· Providing information and advice based
on NCEA expertise and experience
· Enabling future peer to peer technical
collaboration to those with digital IA
expertise outside the NCEA.
