21. Measurement & monitoring
Delivery of our net zero programme and environment core programme is monitored by groups of elected Members and officers from
across service areas.
How do we know we are making a difference? What does good look like at the strategic level?
The East Suffolk Strategic Plan set 10 measures of success for our core environment programme:
1. Positive direction towards carbon neutral targets.
2. Increased number of biodiversity sites.
3. Decarbonising transport.
4. Reduced waste & refuse volumes.
5. Increased recycling rates.
6. Renewable energy growth in the district
7. Enhancement of renewable energy on our estate.
8. Supported and resilient communities and businesses.
9. National and local policies reflect our environmental concerns.
10. A cleaner, quieter and healthier environment.
The measures inform our environment key performance indicators (KPIs) - see section 18. The KPI dashboard will be published publicly
from Spring 2023 and updated monthly.
How do we know we are making a difference at project level?
Each project in the core programme has a different measure of success. Delivery of these projects is monitored by the Service Area
responsible.
The Environment Theme Officer group reviews and discusses project and KPI progress on a monthly basis.
The progress of each East Suffolk Strategic Plan theme reports to the Member-led Strategic Plan Delivery Board twice a year.
The Environment Portfolio Holder also receives a monthly update on project progress, which is shared with Heads of Service.
The role of the Environment Task Group
The Member-led, cross-party Environment Task Group was established to analyse policies inherited from East Suffolk’s predecessor’s
(Suffolk Coastal & Waveney District Councils) to ensure these policies were fit for purpose and identify areas for improvement.
The Group meets quarterly, reporting to Cabinet where issues are then discussed to decide if a feasibility study is required.
The Group also produces a quarterly written report on project progress, which is published publicly.
Monitoring by other groups & structures
A number of other expert groups are involved in the measurement and monitoring of key projects. For example, the Cycling and Walking
Strategy and the Sustainable Construction Supplmentary Planning Document were overseen by our Local Plan Working Group.
