Outline planning submission and pre-application planning consultation 1/SM3
are part of the services under the Standard Agreement 2010 (2012
revision). You would be expected to select the relevant box (item 10) or
mark it with ‘T’ for time-based services or ‘LS’ for lump sum. If further
services other than those mentioned above are required when applying
for outline planning permission, this would need to be identified
under Part 3 ‘Other Services’, so unless such services are included in the
appointment it will be necessary to obtain client authorisation.
Refer to the RIBA Good Practice Guide Negotiating the Planning Maze
(2009) for advice on when an outline application is appropriate.

Prepare an application for certificates (e.g. lawful development) if
appropriate.

Submit applications (if instructed by the client) with relevant
documents, including a cheque from the client for the
appropriate fee.

Information required

Check that all information necessary during Stage 1 is available,
which might include the following:
• the Strategic Brief, to include the client’s requirements, budget, 0/SM4
project timetable and timetable for services
• information about the site and/or existing buildings, to be
supplied by the client; legal aspects to be verified by the client
• further information from the client, e.g. accommodation
schedule, manufacturing process, equipment, plant layout,
safety policy
• information relating to the user client, e.g. security, particular
needs, access audits
• studies previously undertaken relevant to this project or site,
e.g. social surveys, traffic or transport studies
• if available, Health and Safety File with information on site
hazards or references to work carried out previously
