4. Deal with tenders
Tenders should be opened as soon as possible after the date for receipt, and
strictly in accordance with the procedure agreed with the client.
A detailed evaluation of each submission should be prepared. When the written
submissions have undergone preliminary evaluation they can be assessed by the
employer. It will then be necessary to interview each tenderer. This will enable
them to explain their proposals in detail, clarify any points in the submission
which need comment, and allow the employer to meet the key personnel that
the tenderer proposes to use. Further interviews may be necessary before a
decision is reached.
Unsuccessful tenderers should be informed as soon as possible.
