T hese lists are for communication within the design team and for the contract
administrator’s own records. They should not be issued to the contractor as quality
control is the contractor’s responsibility and the contract administrator should not
be drawn in to taking on this role. If necessary, inform the contractor that the works
are not complete according to the Building Contract, and indicate general areas of
concern. Remind the contractor to complete record drawings, etc. according to the
agreed programme.
Inspection and commissioning:
• In collaboration with the design team, advise the contractor and all
subcontractors to coordinate a programme of checks.
• Instruct the site inspectorate accordingly and ensure they check that
defective work has been replaced and report any delays anticipated, where
relevant asking the client’s staff to attend inspections and checks.
• Ask the design team to make detailed inspections and to report back.
• Check that the associated contractors’ works are completed.
• Remind subcontractors to complete record drawings, etc. and to prepare
maintenance instructions as agreed.
• Make formal arrangements with the client for handover inspections.
• Ensure that Approved Document L compliance checks are carried out.
• Confirm cleaning and maintenance measures under the CDM Regulations.
Preparation for the formal handover
Before the meeting:
• Remind the client of the reasonable standards which are appropriate to the
class of work specified. It is the architect/contract administrator’s
responsibility to certify.
• Inform the client’s representative of the basis of the Building Contract (if
they have not been personally involved from the start).
• Write to the contractor and all those who are to attend the meeting to let them
know the time, date and venue.
Inspecting the buildings and site:
• Hold meeting(s) for inspection and handover.
• Check that the following are ready to hand over as required:
–– building owner’s operating manual
–– keys
–– ‘As-constructed’ Information
–– details of maintenance arrangements
–– Health and Safety File.
