Stage 3 > Developed Design
3.1
Core Objectives
At Stage 3 the Concept Design approved by the client is
developed and the Final Project Brief is completed. The work of
the core designers is progressed until the spatial coordination
exercises have been completed. As lead designer, the architect
will need to be satisfied that there are no insurmountable
problems ahead concerning the integration of the consultants’
proposals into the overall design concept. By the end of
the stage the architectural, building services and structural
engineering designs will all have been developed, and will
have been checked by the lead designer, with the stage design
coordinated and the Cost Information aligned with the Project
Budget. As ‘designer’, within the meaning of that term in the
CDM Regulations, the architect will also have to be sure that all
health and safety implications have been properly considered at
this stage.
Project Strategies that were prepared during Stage 2 should be
developed further and in sufficient detail to allow the client to
sign them off once the lead designer has checked each strategy
and verified that the Cost Information contains adequate
allowances.
Change Control Procedures should be implemented to ensure
that any changes to the Concept Design are properly considered
and signed off, regardless of how they are instigated.
With design and build, where the architect is acting for an
employer client, Stage 3 might cover design formulation to
the extent necessary for inclusion as part of the Employer’s
Requirements. If the project has been tendered at an early
stage in the development of the design, Stage 3 may involve
the architect in assessing the contractor’s design proposals and
reporting to the employer client.
With a contractor client, the architect may be involved in the
development of the design information already included as part
of the Contractor’s Proposals. The development of the Technical
Design will probably not take place until there is confirmation
that the contractor’s bid has been approved, or a second-stage
tender is invited.
