The impact of IR35 reforms, which were introduced
in April 2021, also appears to be waning as organisations become more familiar and comfortable
with the changes.
In 2022, nearly half (48%) of employers claimed
the new off-payroll working rules were affecting
their ability to engage with skilled contractors
and approximately one in 10 said it was a ‘signi昀椀cant’ factor.
Today, only a third of organisations believe the
reforms are an issue, with none reporting major
concerns about IR35 when trying to hire interim
in-house legal or CoSec staff.
