ADVICE FOR RECOVERY OPERATORS ON HIGHWAYS
ENGLAND’S MOTORWAY NETWORK
The roadside rescue and recovery
industry is recognised as an
essential service by Highways
England and plays an important
part in the day-to-day operation
of our roads by attending and
recovering broken down or
damaged vehicles so that we can
keep traffic moving.
Highways England have been
working closely with the independent
recovery industry associations
and stakeholder groups to review,
update and formalise the existing
recovery protocols covering the safe
attendance, recovery and removal
of large vehicles within emergency
areas and on our motorways.
JOINT WORKING PROTOCOL
We have produced a new joint
working protocol for recovery
operators attending broken down
and accident damaged large
vehicles on our motorways. The
protocol which has been developed
in conjunction with and approved by
the independent recovery industry
is intended to inform best practice
and establish a clear ‘start to finish’
recovery process for large vehicles
which aligns with our own traffic
officer procedures and our CLEAR
initiative.
The new protocol document is
designed to complement existing
guidance materials for VROs and is
available for to view and download
