Two cornerstones of a better future
for humanity is access to clean
energy and water. For Mozambique,
this is the goal – moving towards a
better future for its citizens.
We established a dedicated programme
focusing on including smaller enterprises into
our supply chain.
Local content is the economic value contributed
and retained in the domestic economy through
the procurement of national goods and
services.
To date 1 173 suppliers
have been reached.
In Mozambique, the Local Development
Agreement (LDAs) signed with Inhassoro and
Govuro Districts, enable 39 fenceline
communities to benefit from economic
impact through the agreed five-year
development programme.
In a programme that commenced three years
ago, 60 beneficiaries are now
established entrepreneurs through Sasol’s
Asset Based Community Development
programme in Chitsotso, Mangungumete and
Maimelane communities.
The programme also upskilled the youth in food
security, teaching on farming methods for
chicken and eggs production chicken and
horticulture.

Sasol is the first oil and gas
company in Mozambique to
negotiate and implement such
LDAs, complying with the country’s
Corporate Social Responsibility
Policy for the extractive sector.
Included in the LDA’s is the
provision of energy access to rural
communities which is part of Five
Programmatic Focus Area initiative.
The implementing agency for the
programme is the Deutsche
Gesellschaft fur Internationale
Zusammenarbeit (GIZ) – German
Development Agency for the
multi-donor and multi-country
energy access partnership,
Energising Development (EnDev).
Sasol’s motivation for partnering
with GIZ lies with the company’s
revision of its past approach to
social investment and its strong
desire to improve the impacts it
can achieve within the region. A
stocktake of existing initiatives
concluded that Sasol needs to move
from a practice that has relied on
satisfying ad hoc requests for
project funding from local
stakeholders to an approach that is
underpinned by: first, agreeing
development priorities with local
government authorities and
communities, and, second,
systematically planning for and
delivering on these priorities
through Local Development
Agreements (LDAs) underpinned by
a solid strategic social investment
strategy.
EnDev is a flexible programme that
promotes sustainable access to
modern energy from bottom-up for
households, social institutions and
small to medium-sized enterprises
across 25 developing countries in
Africa, Asia and Latin America. This
is done by establishing economically
sustainable energy solutions and
distribution schemes. With the
programme already being
implemented in other parts of
Mozambique and overlapping with
the development priorities
expressed by Sasol’s impacted
communities, the programme can
be successfully expanded into the
Inhassoro and Govuro districts as
well as other areas within the
Inhambane province.
The contract with GIZ, will
proceed into full implementation
mode once COVID-19 restrictions
have been eased in the country.
The programme has three
components: skills development,
entrepreneurship, and vocational
training and support. The following are
projected outputs in the short and
medium terms.
10 businesses with
extended operating hours due
to regular energy supply.
10 people trained in
marketing and
commercialisation of solar
systems and stoves.
Access to electricity (on-grid
and off-grid) of which larger
part will be for solar power and
respective products, reaching
more than 2 600 households.
