What is the ‘new normal’ in general practice, how does it
affect staff wellbeing and how can we improve?

Between 2020 and 2023, there have been radical changes to the landscape of general practice in the
UK. Broadly, these changes are a response to mandates requiring remote-care offers, post-COVID
workforce strains, increased pressure on primary care from other areas of the healthcare system
(including extended management of increasingly complex patients) and endemic staffing and funding
shortages. This ‘new normal’ of higher workloads is putting significant pressure on all staff working in
general practice settings.
Given the complexity and interconnectedness of the healthcare system, it is critical that the nuanced
and intersecting experiences of all staff be attended to equitably, particularly amidst government calls
to increase general practice workloads to meet demand. Neglecting a network-focused perspective
will facilitate a workforce crisis already harming both staff and patients, and risks causing irreparable
damage to the NHS.
This talk presents the findings of qualitative research focused on the ‘new normal’ of working
conditions in UK general practice, and the human impacts thereof. The design and focus of this study
have been continually informed by PPIE. Data were collected across four workstreams (WS). WS1 was
a narrative literature synthesis and scoping phase; WS2 were longitudinal ethnographic case studies
of two GP practices; WS3 were targeted case studies with practices across the UK; and WS4 was
a public engagement exhibition, co-designed with practice staff to improve public education about
primary care and how they can effectively engage with it.
