Appendix: Models and Tools
ETA’s divisions support the development and use of a wide range of tools, models, software, and
data resources designed to inform and assist policymakers, support innovation in industry, and
advance the impact of research in laboratories and academia. These models and tools support
advanced research across many sectors, including buildings, industry, transportation, and power
utilities, and are key instruments for helping ETA accomplish its Strategic Initiative goals.
Energy Usage and Performance
Benchmarking and Energy Saving Tool for LowCarbon Cities (BEST Cities): Provides analysis of local
energy and carbon performance and recommends
strategies to achieve energy savings and citywide carbon
emissions reductions.
Bottom-Up Energy Analysis System (BUENAS):
Estimates global energy-efficiency potential for
residential, commercial, and industrial equipment.
Building Energy Data Exchange Specification (BEDES):
A dictionary of terms, definitions, and field formats that
help facilitate the exchange of information on building
characteristics and energy use.
Building Performance Database (BPD): Allows
empirical analysis and peer comparison of the energy
performance of commercial and residential buildings.
Includes energy use and characteristics on more than
1 million buildings in the United States.
Commercial Building Analysis Tool for EnergyEfficient Retrofits (COMBAT): Analyzes commercialbuilding retrofit energy savings and investment costeffectiveness.

Commercial Building Energy Saver (CBES): A web
application providing detailed whole building energy
retrofit analysis using EnergyPlus™ modeling, smart
meter analytics, benchmarking, and a comprehensive
energy conservation measures database.
City Building, Energy, and Sustainability (CityBES):
A web-based data and computing platform to support
city and district scale building energy efficiency,
decarbonization, and climate resilience.
Eco and Low-Carbon Indicator Tool for Evaluating
Cities (ELITE Cities): Evaluates the performance of
Chinese cities by comparing them against benchmark
performance goals. The tool measures progress on
33 key indicators selected to represent priority issues
within eight primary categories. Future projects will
continue to better reflect the needs of city energy
planners and provide benchmark data, policy analysis,
and action plans for sustainability.
Energy Efficiency Assessment and Greenhouse Gas
Emission Reduction Tool (EAGER): A suite of tools that
provide information on the energy-savings potential
and cost of energy-efficiency technologies for various
industries, including steel, pulp and paper, and textiles.
Energy Performance Improvement (EnPI) Lite:
Estimates energy savings relative to relevant variables
like production levels and weather.
