for individual buildings and their interfaces with transit
corridors, as well as community-scale aggregates
• Design networks to monitor, track, and evaluate realworld infrastructure resilience and implement early
instances
• Pursue coupled environmental-infrastructure models
for multi-stressors + resilience solution scenarios
• Develop a prioritized resilience technology and
materials development agenda, and launch near-term
activities

resilient infrastructure and the
pathways needed to scale their

The Challenge:
• The increasing intensity and frequency
of multiple billion-dollar weather and
climate disasters (2020 was the sixth
consecutive year in which 10 or more
billion-dollar disaster events affected
the United States)
• An urgent need for new focus on
scientific development for resilience
in our communities, to support the
country’s economic and environmental
health
Research Summary:
• The research will focus on three
areas that span our scientific
expertise:
• Metrics and measurements
to enable the quantification,
evaluation, and tracking of resilience
• Modeling, prediction, and simulation
to support risk assessment and
decision-making tools
• Technologies and processes at scale
to provide design, operational, and
community response strategies
• Within two years we will demonstrate an integrated,
modular platform of measurement, modeling,
and technology solutions that can transition from
laboratory to real-world testing environments.
Medium Term (three to five years)
• Develop sensors and incorporate them into expanded
monitoring networks
• Verify the ability to predict impacts of location-relevant
stressors on infrastructure, and characterize limits
• Apply/evaluate retrofit packages for resilience based
on state-of-the-art technologies in buildings in
different region-stressor contexts
• Use validated models to assess and value communitywide infrastructure resilience
• Within five years, we will integrate technology and
modeling solutions and work with partners to evaluate
these solutions and their applications.
Long Term (five years and beyond)
• Integrate methods to value resilience into reference/
model codes and policy “templates”
• Make trustworthy simulation tools available to inform
infrastructure design, operation, and community
response
• Make commoditized resilience solution sets available
• Routinely embed resilience measurement and
monitoring networks into infrastructure and integrate
them for use as a “public utility”
In the long term, we will have created viable, mature
solutions for resilient infrastructure and the vehicles to
scale their adoption.
