Graduation Rates
Throughout Steuben County, students from lower-income families, and/or children who are considered
homeless, and/or who are Black or multiracial are less likely to graduate from high school than their
higher income and/or White peers and those from more established homes. Yates County has a much
smaller number of students, nearly 85% less than Steuben County, and data in that the graduating
population is predominantly White and not homeless. In New York State in 2021, the average graduation
rate for non-low-income students was 91%, and for White students, 90%. For low-income students, it was
81%; for Hispanic or Latino students, 80%; for Black/African American students, 80%; and for homeless
students, 69%. See Figure below regarding State graduation rates by subgroups.
As shown in Figure E1a Steuben County Graduation rates have steadily increased since 2014 while Yates
County has fluctuated from a low of 77% back up to a current 82%. New York State graduation rates have
steadily increased since 2014 by 7%.
On average, schools in Steuben and Yates Counties in 2021 had higher graduation rates than the state
average despite looking at total average by county. However, this varied widely by school district. Schools
with the lowest graduation rates for students with low income were Dundee CSD (69%), Corning-Painted
Post SD (73%), and Bath CSD (83%). All school districts in Steuben County posted graduation rates for
students with low income at 73% or above, while Yates reported 69% or above. Arkport, Bradford and
Prattsburgh all had high graduation rates and little to no gap between students with low income and
others.
A comparison between graduation rates in 2014 and 2021 shows that overall, graduation rates in our
service area have risen by about 6 percentage points, and the gap between graduation rates for students
with low income versus those with higher income has narrowed in almost all school districts. So, while
students with lower income are faring worse in our schools than those with higher income, outcomes
have increased over time.
