regarding community needs assessments. These are very similar to the CSBG Organizational
Standards.
Used as a planning tool, the comprehensive community needs assessment is conducted every
three (3) years and updated annually with key data points. The assessment process involves data
collection from a variety of sources, interpretation, and analysis, then determining and
prioritizing key findings on the causes and conditions of poverty, and service needs. These
findings ultimately inform the development of the annual CSBG Work Plan as well as the agency9s
Strategic Plan. The needs assessment contained in this document will be the foundation for the
period 9/20/2022 – 9/19/2025.
While a valuable resource for annual workplan development and strategic planning, the
facilitation and creation of the CNA every (3) years, with annual updates, achieves compliance
with CSBG national standards and is further aligned to achieve mandates from Head Start to
conduct an assessment every (5) years with an annual update, and the NYS Office for Aging
which requires an assessment every (4) years.
B. METHODOLOGY AND LEADERSHIP
1. Introduction
Pro Action used two main sources of information to complete this needs assessment. The first is
primary data, which consists of data generated by Pro Action. Primary data includes surveys of
constituent groups as well as focus groups to assist with interpreting the survey data. The second
main category of assessment information is secondary data gathered by other organizations
(e.g., U.S. Census Bureau, New York Department of Labor) and relevant to the communities Pro
Action serves. It provides a broader context for the primary data we gathered.
It is important to understand the underlying assumptions any organization makes in analyzing
data and determining how to respond to the needs they find. Pro Action uses the Social
Determinants of Health (SDOH) Framework, described in more detail below, which intentionally
