Early Intervention program in 2021, compared with 51 in 2020 and 45 in 2019. Of those 60 referred in
2021, 21 families either did not respond or declined services, 1 did not reside in Yates County, 1 is
scheduled for evaluation in 2022, 22 were found eligible to receive services and 15 did not meet criteria
for eligibility.
Children 3 – 5 years old having or suspected of having a disability are eligible for referral to school
districts9 Committee on Preschool Special Education. Evaluations are arranged with approved special
education evaluators. An individual education plan is developed recommending either center-based
programming with related services or community-based related services. Services may include Special
Education, Speech Therapy, Physical Therapy, Psychology, Social Work or Occupational Therapy.
Transportation is provided to center-based programs. There is no cost to families.
In Steuben County, 205 children were deemed eligible to receive services in Preschool in 2020-2021,
compared with 194 children who were determined to be eligible for services in Preschool in 2019-2020.
This reflects a 5.4% increase in number of eligible children for PSE. According to the Yates County Public
Health 2021 Annual Report, 66 children received Preschool Special Education services in 2021, compared
with 60 in 2020 and 41 in 2019. The report cites a shortage of provider capacity in the region as one
reason for the decrease in children served.

Student Achievement
It has been studied and noted by Hanover Research that academic skills related to math and literacy are
the most significant predictors of future academic achievement. Unfortunately, school performance data
has consistently shown that students in families with lower income score significantly lower than their
peers in families with higher income on 3rd through 8th grade standardized tests, as shown in table below.
On English Language Arts tests in 2019, students9 scores in Steuben and Yates County schools show large
gaps between the performance of economically disadvantaged9 and 8non economically disadvantaged9
students. In Steuben County there were only 26% of economically disadvantaged students meeting or
exceeding grade-level expectations on these tests compared with 48% of other students. Yates County
reflects similar showing 24% and 46% respectively. Grades 3-8 Mathematics testing proficiencies show
the same in that the percentages of 8economically disadvantaged9 students meeting or exceeding gradelevel expectations is significantly lower in both Counties compared to their 8non economically
disadvantaged9 peers.
