COMMUNITY NEEDS ASSESSMENT

EXECUTIVE SUMMARY
Pro Action works to build a community of resilient individuals and families who can meet
their basic needs, overcome adversity, and prosper. We do this by providing services in our
rural, upstate community where conditions such as job scarcity, geographic isolation, low
educational attainment, family adversity and poor health interact to form a landscape of complex
needs related to poverty, both its causes and its effects.
After an exhaustive assessment of available data this report defines key findings about the
causes and conditions of poverty in the service area. These include:
Finding 1: In Steuben and Yates County, certain conditions restrict, rather than create, economic
opportunity.
1. Lack of available, engaged, and qualified workforce with appropriate soft and/or
technical skills that match with available jobs
2. Alcohol/opiate/heroin/painkiller or other drug abuse/addiction
3. Limited access to transportation to get to work
4. Availability of adequate, safe and affordable child care
5. Isolation; lack of social and emotional supports and mental health services
6. Prevalence of bias, discrimination
Finding 2: Low-income people in the service area face barriers to becoming stable and achieving
economic security. Top needs identified include:
1. Access to enough food
2. Safe, affordable housing
3. Transportation
4. Child care
5. Mental health services
Finding 3: The lens through which Pro Action sees the causes and conditions of poverty is the
Social Determinants of Health (SDOH) Framework. This approach considers social and economic
inequities based on such things as race, gender, and class, as well as unfair institutional policies
and systems, as
