NEEDS ASSESSMENT FOR THE COMMUNITIES IN PRO ACTION’S SERVICE AREA
E. Introduction
As stated in the earlier section on needs assessment methodology, all Community Action Agencies (CAAs)
use the Results Oriented Management and Accountability (ROMA) performance management system. This
is part of the requirements for designation as a CAA and for receiving money from the Community
Services Block Grant (CSBG). CAAs are expected to address the CSBG ROMA Domains in their needs
assessment. In the following section, we will review primary data from all three surveys as well as
relevant secondary data in each of the CSBG ROMA Domains. The CSBG ROMA Domains are:
1. Income/Asset Development
2. Employment
3. Housing
4. Education/Cognitive Development
5. Health/Social-Behavioral Development
6. Civic Engagement/Community Involvement
7. Cross-cutting issues:
✓ Transportation
✓ Internet access and cellphone coverage
✓ Community Resources and Capacity to Meet Community Needs
F. Domain: Income/Asset Development

Income Levels
Three common measures of income are Median Household Income, Per Capita Income, and Average
Income based on American Community Survey (ACS) estimates. All Three measures from the 2015 0 2019
ACS are shown for the report area below. The Census Bureau defines an earner as someone age 15 and
older that receives any form of income, whether it be wages, salaries, benefits, or other type of income.
