Comparing the poverty rate within each population group to their percentage of the total population
helps to more fully understand a key dynamic of poverty: that members of some groups are more likely to
experience it than others. Table 13 below shows that in all cases in Pro Action9s service area, people of
color are over-represented among people with income below 100% FPL, and White people are underrepresented. For instance, White non-Hispanic residents are about 90% of the population of both counties
with income below 100% FPL, while they are about 94% of the total population.
These differentials are significantly smaller than the ones at the state and national levels; in the local
area, poverty is more equitably
