difference between local rates and national and state rates; usually, but not always, the local poverty
rate is higher.
The data in this table is also an example of why it is so important to look beyond rates or averages for an
entire population to see how different characteristics impact one9s chances of being deeply
impoverished. The overall poverty rate in Steuben and Yates Counties is about 13%. Yet 25% of children
under 5 in both counties live in families with income below 100% FPL, while 17.4% of children 5 – 17
years old do. And while about 12% of White/non-Hispanic people have income below 100% FPL, about
30% of Hispanic/Latino people do.
Further, what cannot be seen in this data is the fact that there is a cumulative effect; the more groups
with higher poverty rates that someone belongs to, the more likely it is that they will be impoverished.
For example, using the data below, a Latina woman with young children belongs to three groups with
higher levels of poverty and is very likely to have income below 100% FPL.
