1. Population, Population Density, and Population Trends
The Census Bureau estimates that in 2021, Steuben County had 92,428 residents in 1,391 square land
miles, or 66 people per square mile (ppsm), and Yates County had 24,613 residents in 338 square land
miles, or 73 ppsm. With this level of population density, both counties are quite rural overall, though each
does contain some urbanized areas, including Penn Yan Village (2,124 ppsm), Bath Village (1,757 ppsm),
Hornell City (2,910 ppsm) and Corning City (3,426 ppsm). Between 2010 and 2021, the population of
Steuben County declined by about 6,560 people (-5.3%), and Yates County9s by about 740 people
(-2.9%).11,12 During this same period, the population of New York State grew by 2.5%,13 and the
population of the entire United States by 7.5%.14
Demographers expect the population of Yates County to stabilize at the current level over the next 14
years and then rise modestly through 2040. For Steuben County, projections indicate a steady decline in
population of about 6,100 by 2040. For New York State as a whole, demographers project population
growth of 2.6%.15
Perhaps more important to an agency that provides both early education and senior services, the age
distribution of the population will change. For both counties, the percentage of residents 65+ will stay
roughly the same, while the population 75+ will increase in percentage and absolute numbers, despite the
overall population decline. The percentage of children 0 – 5 will remain the same, but their numbers will
decrease, as shown in the following table. Projections for the state as a whole show a similar trend in
terms of percentage of the population in the three age groups.16
