FINDINGS
The data compiled in this report was categorized as primary and secondary sources as described in the
methodology section. Issues that were observed in the service area and perceived to be concerning by
community members and other Pro Action stakeholders, have been identified as a need by way of the
following findings. For each finding, priorities for response have been articulated.
Finding 1: In Steuben and Yates County, certain conditions restrict, rather than create, economic
opportunity.
1. Lack of available, engaged, and qualified workforce with appropriate soft and/or
technical skills that match with available jobs
2. Alcohol/opiate/heroin/painkiller or other drug abuse/addiction
3. Limited access to transportation to get to work
4. Availability of adequate, safe and affordable child care
5. Isolation; lack of social and emotional supports and mental health services
6. Prevalence of bias, discrimination
Observable data on the service area population and Pro Action customers support the perception that the
conditions listed above contribute to poverty and restrict opportunity. The overall poverty rate in
Steuben and Yates Counties is about 13%. Yet 25% of children under 5 in both counties live in families
with income below 100% FPL, while 17.4% of children 5 – 17 years old do. And while about 12% of
White/non-Hispanic people have income below 100% FPL, about 30% of Hispanic/Latino people do.
Often families with very low income qualify for programs that provide services with significant monetary
value, e.g., Medicaid, Head Start, and WIC. However, as income goes up, eligibility for these programs
drops off quickly, and usually before the family has enough income to replace their value via their own
paycheck. This is known as the
