The claim of Tamworth for the erection of a separate High
School has to be considered along with similar claims from
Broken Hill, ArmidAle, Albury, Bowral, Lismore and Taree.
The argument that a larger population gives priority of
claim as between two towns is of no force if the larger
population gives a smaller High School attendance. Looked at
from the point of view of the demand for High School education
as shewn by actual attendance of pupils at advanced courses,
these towns stand in the following order.

Another factor in the case is the proportion of pupils
who stay more that]
. a year in the higher classes after being
admitted.
The following isthe percentage in each case of total
enrolment of pupils who have passed beyond the first years

Of all f,hese schools, it is clear that Lismore and
Broken Hi13Xtr4he towns
which the erection of the next
High Schools are most justified.
It is questionable whether any schools in which less
than 50 per cent stay more than a year at school should be
made into High Schools, but, at least, the remaining five
schools in the above list should further strengthen their
attendance in the advanced years before conversion to high
School rank.
Perhaps a communication to the Tamworth applicants
might be sent pointing out the considerations as above
indicated that guide the Department in establishing high
Schools.
Apart from the question of a high School for Tamworth.
the need for additional accommodation for the existing school
is recognised by the Department and it is hoped that an
additional building will be erected in the coming financial
year to meet the requirements.
