RURAL ABATTOIR RATIONALISATION PACKAGE.
Approval was given to the recommendations contained in
Cabinet Minute 88-4, dated 6th April, 1988, submitted by
the Minister for Agriculture in relation to this matter,
subject to:the amendment of recommendation 2.1 to not
repeal Section 493A of the Local Government Act
but establish a policy not to make further
grants to abattoirs.
the amendment of recommendation 2.2 to; 'that a
final grant not exceeding $2.5 million be made
to Blayney Abattoir County Council toward the
removal of a portion of the debt so that the
abattoir can be sold to a private operator.
Payment is conditional on the sale being
finalised.'

The Minister for Agriculture is to take the necessary
action to give effect to Cabinet's decision.
5.
PROPOSED LEGISLATION TO AMEND THE EDUCATION COMMISSION
ACT TO ABOLISH THE EDUCATION COMMISSION.
Approval was given to the recommendations contained in
Cabinet Minute 88-6, dated 8th April, 1988, submitted by
the Minister for Education and Youth Affairs in relation
to this matter, subject to:the amendment of Recommendation 2(c) to;
'transfer the Commission's functions as
an employer temporarily to an Education
Services Employing Authority, who shall
be the Secretary Ministry of Education
and Youth Affairs, pending the completion
of the proposed review of the education
portfolio'.
The Minister for Education and Youth Affairs is to take
the necessary action to give effect to Cabinet's
decision, including the preparation of the necessary
legislation.
