[NOTE.—The space under query 10 is left for you to state whether the land is
freehold, or part of a Conditional Purchase not fully paid up. In the former case,
you should ascertain where information as to the title can be obtained. In the latter,
the owner's written consent (addressed to the Minister for Lands) to the alienation for
school purposes of the piece desired, should be procured.
If freehold land is to be purchased, you should report whether the price asked
is reasonable, and whether the owner is willing to furnish a surveyor's description
free of cost to the Council. If the owner is not willing to do so, it should be stated
whether a surveyor's services are available, and if so, at what cost. Similar information
to the last mentioned should also be supplied in cases where freehold land is a gift.
A full description of the rights-of-way to the site should be given, and if it is part
of a township Section, land through which a reserved lane passes should not be recommended, unless you have no other alternative but, in all such cases, you should specially
