The acconimodation in the circle at the abovementioned
premises, before alterations were carried out, was 194, and the
effective width of the exits was 81 4"9 In October, 1936, plans
were submitted showing alterations to the stairs to lead directly
to the street. The altered part of the stairs, i.e., the lower
flight, was to be made the same width as the upper flight, so
as to provide for an aggregate of lO'7" of exit. When submitting
the schne the Architect stated that it was desired to seat 192
persons. For this number 11' of exit is required.
Certain data regarding the exit widths was set out in
my report of the 5th November, 1936, and special approval was
recommended regarding the width of the staircases for an accorrnnoda
tion of 192, although the exit was shown to be 4" less than the
required width for an acconodation between 150 and 300 persons.
The Police nay report that 205 seats have been placed
in the gallery
13 more than the number f or which special
approval was given, and on the 19th May the licensee was instructed
to remove seating in excess of 1929 In the ooniunication overpage
Mr. Kenworthy, the Architect who carried out the alterations,
asks that the seating as now installed be allowed to remain, as
the dress circle stairs have been reconstructed to discharge
direct to the front street.

When approval was given regarding alterations to the
staircases, the Department was aware that they would discharge
d1ict1y to the street.
RE ) OrU TE J )AT ION:
Having considered all the circumstances, and in view
of the fact that special app royal was given by the Mini ster
for an accommodation greater than the number mentioned in the
Regulations £ or the amount of exit provided, it is recommended
that the Arebitect mij_#it be informed of the terms of the approval
and a.ain requested to remove seating in eXCeSS of 192.
