SANITARY SERVICE .--Where the pan system of closets is in
operation, the teacher in charge should prepare a voucher
immediately at the close of each quarter, obtain the
Contractor's signature thereto, sign it as certifying
officer, and forward it to the Manager, Resumed Properties
Department, Sydney, together with a statement of the
services rendered.
It is the practice in many Municipalities and Shires
to allow a discount for prepayment of rates, and teachers
in such localities are expected to make themselves conversant with the conditions under which discount is
allowed, and to submit vouchers accordingly, in order
that payment may be made in time to secure the rebate
allowed.
No increase, or any other change ., should be made in
the service at any school without authority being
obtained through the local Inspector, and any decrease
in the number of pans attended to must be promptly notified to this Department.
Payment will not be made in respect to sanitary work
at rented residences, and in the case of a Municipal or
Shire Service ( i .e. , where the charge is at so much per
pan per service), payment will not be made for school pans
during vacations.
Applications for new pans should be made to the Inspector and the dimensions should be clearly stated,
A supply of the necessary voucher and statement forms
may be obtained on application to the Resumed Properties
Department. Any communications from that Department in
respect to vouchers should be immediately replied to.
Statement forms are not required for services carried
out under lump sum contracts with this Department . They
must be furnished, however, in every case where the rate
is at so much per pan.
CESSPITS . --When cesspits require emptying the teacher should
make application to his Inspector and forward one or more
tenders for the work. The date of last attention to
pits should be stated in the application. It is to be
understood that, as a general rule, pits will only be
emptied when full, or nearly so.
Tenders for emptying pits must not include any repairs
to superstructure of closets.
Where the re-erection of closets over new pits is
necessary, tenders should be submitted for the whole
work. In such cases the Specification must provide for
the filling up of the old pits as follows :—The soil in
each pit should be covered with a 3in. layer of quicklime, and the pit filled with approved clean earth, and
well rammed. Earth to be raised to a height of 9 inches
above level of ground.
All correspondence respecting sanitary work must be
addressed to the Inspector, except replies to communications from Resumed Properties Department.
These instructions must be closely observed.
P. BOARD,
Under Secretary.
