PROPOSED FUNDRAISING APPEALS ACT, 1990.
Approval was given to the recommendations contained in
Cabinet Minute 90-74, dated 3rd April, 1990, submitted
by the Chief Secretary, and Minister for Tourism, in
relation to this matter, and the public release of an
exposure draft Bill consistent with the recommendations,
subject to:-
•
the Chief Secretary, and Minister for Tourism
reporting back to Cabinet on the outcome of the
public consultation phase;
major non-profit organisations which currently
attract special exemptions from payroll tax, stamp
duty etc., being advised that the proposed
legislative package will incorporate appropriate
cognate legislation designed to preserve existing
concessional arrangements;
adoption of the amendments agreed to in the letter
from the Chief Secretary, and Minister for
Tourism's of 3rd May, 1990, and of the arrangements
proposed in the Minister's further letter of 10th
May, 1990; and
costs associated with implementation being fully
met by the Chief Secretary's administration.

The Chief Secretary, and Minister for Tourism, is to
take the necessary action to give effect to Cabinet's
decision, including the preparation of the necessary
legislation.
