PRISON MANAGEMENT AND DEVELOPMENT.
Consideration was given to the proposals contained in
Cabinet Minute 90-36, dated 12th March, 1990, submitted
by the Minister for Corrective Services, in relation to
this matter.
Cabinet decided as follows:*
•
Recommendation 3.1 approved, subject to:3.1.7 (ii) which was deferred. The Minister
for Corrective Services is to bring forward a
separate Minute on penalties for escape, as a
matter of priority.
Recommendation 3.2. approved, subject to:the tenders for the design and construction of
Junee prison (3.2.3) being let separately from
any later policy decision on private
management which would be subject to separate
tendering procedures. The Minister is to
address the legislative pre-conditions to
private sector management and bring forward a
Minute to Cabinet.
the proposal to construct a prison at Junee
proceeding via the Capital Works Committee in
the normal way;
•
in 3.2.5 to it being noted that Cabinet did
not express a commitment to policy of
co-location;
other works commitments in 3.2 proceeding by
way of Capital Works Committee.
In regard to Recommendation 3.1.6, the Minister for
Corrective Services agreed that care will need to be
taken in the reclassification of remand prisoners, as
there are only two prisons in Sydney categorised as less
than maximum security and there is a need to provide
remandee's with legal access.
The Minister for Corrective Services is to take the
necessary action to give effect to Cabinet's decision.
