PROPOSED AMENDMENTS TO THE PUBLIC SECTOR MANAGEMENT

ACT
Consideration of Cabinet Minute 90-268, dated 25th
October, 1990, submitted by the Premier, Treasurer and
Minister for Ethnic Affairs, in relation to this matter,
was deferred for consultation by Ministers with their
Chief Executives.
PROPOSED AMENDMENT TO THE PUBLIC FINANCE AND AUDIT ACT,
1983 TO EMPOWER THE AUDITOR-GENERAL TO CARRY OUT
COMPREHENSIVE AUDITING.

Approval was given to the recommendations contained in
Cabinet Minute 90-244, dated 8th October, 1990,
submitted by the Premier, Treasurer, and Minister for
Ethnic Affairs, in relation to this matter, including
the preparation of the necessary legislation, subject
to:the Auditor-General having a discretion as to
whether to charge fees for the participation of his
officers in Departmental committees;
the Treasury consulting with the Minister for
Industrial Relations on the question of the
adequacy of superannuation provision made for the
office of Auditor General;

the Treasury acting as an independent arbiter in
the case of a dispute over the level of fees
charged by the Auditor General in a particular
case, and having regard to the level of private
sector fees for similar services;
the Auditor General's service to Members of
Parliament and the public to be the subject of a
special budgetary allocation; and
the Public Accounts Committee not being prevented
from appointing a Government agency to review the
Auditor General's Office, rather that requiring
expressly that the reviewer be from the private
sector.
Cabinet also decided that:the question of differentiating trading enterprises
was to be addressed; and
the Bill when drafted is to be circulated to
Ministers.
