PROPOSAL TO AMEND THE ENVIRONMENTAL OFFENCES AND
PENALTIES ACT, 1989.
Approval was given to the recommendations contained in
Cabinet Minute 90-257, dated 18th October, 1990,
submitted by the Minister for the Environment, in
relation to this matter, subject to:the proposal in paragraph 2.6, and recommendation
3.1.5, being deferred and dealt with separately as
part of the review of civil remedies;
no extension of current power to require name and
address of persons, or offences, other than those
currently authorised;
water offences in schedule 2A to be transferred to
schedule 2B;
"throwing cigarette butt" not to be a separate
offence from general littering offence; and
consultation with the Attorney General regarding
jurisdictional limits and penalty levels on
election before Local Courts.
The Minister for the Environment is to take the
necessary action to give effect to Cabinet's decision,
including the preparation of the necessary legislation.

PROPOSED AMENDMENT TO THE FACTORIES. SHOPS AND
INDUSTRIES ACT 1962, TO ALLOW TRADING ON THE TWO SUNDAYS
BEFORE CHRISTMAS DAY.
Approval was given to the recommendations contained in
Cabinet Minute 90-249, dated 10th October, 1990,
submitted by the Minister for Industrial Relations, and
Minister for Further Education, Training and Employment,
in relation to this matter.
The Minister for Industrial Relations, and Minister for
Further Education, Training and Employment is to take
the necessary action to give effect to Cabinet's
decision including the preparation of the necessary
legislation.
