PROPOSED AMENDMENT TO THE NSW HOME CARE SERVICE ACT 1988
REGARDING THE HOUSING AND CARE PROGRAMME.
Approval was given to the recommendations contained in
Cabinet Minute 90-224, dated 21st September, 1990,
submitted by the Minister for Family and Community
Services, in relation to this matter, subject to:full and independent evaluation of the programme
following its first two years of operation,
including a review of future funding requirements;
the Department of Housing being committed to
providing operating funds for the programme for two
years only;

consultation with Treasury on the drafting of
provisions for the Home Care Service to loan money
to developers, and the giving of guarantees;
borrowing and investment powers being conferred on
the Home Care Service under the Public Authorities
Financial Arrangements Act; and
the programme being called the "Hostel and Care
Programme".
The Minister for Family and Community Services is to
take the necessary action to give effect to Cabinet's
decision, including the preparation of the necessary
legislation.
8.
RE-APPOINTMENT OF THE SENIOR REFEREE, CONSUMER CLAIMS
TRIBUNALS.
Approval was given to a recommendation being made to the
Governor-in-Council that Mr. David Anthony Turley be
re-appointed as the Senior Referee of the Consumer
Claims Tribunals as proposed in Cabinet Minute 90-254,
dated 2nd October, 1990, submitted by the Minister for
Business and Consumer Affairs, in relation to this
matter.
The Minister for Business and Consumer Affairs is to
take the necessary action to give effect to Cabinet's
decision.
