REFORM OF BUSINESS LICENCE ADMINISTRATION.
Consideration was given to the proposals contained in
Cabinet Minute 90-127, dated 9th May, 1990, submitted by
the Minister for Business and Consumer Affairs, in
relation to this matter.
Cabinet decided that:

1.
Implementation of the proposed Business Licence
Administration Centre be restricted at this stage
to proceeding with the Year 1 Early Participants
which were identified in the Price Waterhouse
Urwick Report entitled, "Business Licence
Administration Centre: Implementation Study and
Cost Benefit Analysis";
2.
Establishment of a Licensing Task Force, convened
by Business and Consumer Affairs and comprising
senior officers of the Treasury and the Attorney
General's Department, to review and finalise the
necessary planning and funding arrangements
associated with the implementation action outlined
in (1) above;
Modification
in the Price
exclusion of
former Chief

of the Early Participants identified
Waterhouse Urwick Report to permit
liquor licences, as proposed by the
Secretary and the Attorney General;
Results of the Task Force Review be reported back
to Cabinet by the Minister for Business and
Consumer Affairs at the same time when he submits
his Bill Minute for legislation to introduce the
"Master Licence" system, which was approved by
Cabinet on 1st May, 199 0 (Minute 9 0-6 1 refers);
Appropriate proposals to expand the Business
Licence Administration Centre for subsequent years
should be brought back to Cabinet, following
assessment after 1.2 months by the Licensing Task
Force of the performance of the Business Licence
Administration Centre in implementing the action
outlined in (1) above;
Future proposals for inclusion of other licences in
the Business Licence Administration Centre are to
be based on prior review and endorsement by the
Licensing Task Force in relation to planning and
funding requirements.
The Minister for Business and Consumer Affairs is to
take the necessary action to give effect to Cabinet's
decision, including the preparation of the necessary
legislation.
