PROPOSED AMENDMENT OF THE TRAFFIC ACT, 1909 AND
ASSOCIATED REGULATIONS TO ENABLE REGULATIONS TO BE MADE
TO REQUIRE THE RECORDING OF SPEEDS, DRIVING HOURS AND
DISTANCES TRAVELLED BY PRESCRIBED HEAVY VEHICLES AND THE
FITTING OF SPEED LIMITING DEVICES TO SUCH VEHICLES.
Approval was given to recommendations 3.1 (2) and
3.1.(3) contained in Cabinet Minute 89-313, dated 15th
September, 1989, submitted by the Minister for
Transport, in relation to this matter.

In regard to Recommendation 3.1(1), Cabinet approved the
concept of vehicle recorders on prime movers, long
distance coaches, and dangerous goods vehicles, and that
implementation details be subject to further discussion
with Australian Transport Advisory Council.
The Minister for Transport is to take the necessary
action to give effect to Cabinet's decision, including
the preparation of the necessary legislation.
LIMITATION OF INCOME WHICH COUNCILS MAY DERIVE FROM
GENERAL PURPOSE RATES AND GARBAGE CHARGES FOR 1990.
Approval was given to the recommendations contained in
Cabinet Minute 89-306, dated 13th September, 1989,
submitted by the Minister for Local Government, and
Planning, in relation to this matter, subject to it
being made clear to Councils that there will be a
management review of any Council which seeks an
exemption.
The Minister for Local Government, and Planning is to
take the necessary action to give effect to Cabinet's
decision.
PROPOSED APPOINTMENT OF CHAIRPERSONS, GOVERNMENT AND
RELATED EMPLOYEES APPEAL TRIBUNAL.
Consideration of Cabinet Minute 89-319, dated 22nd
September, 1989, submitted by the Attorney General, in
relation to this matter was deferred.
