PROPOSED AMENDMENT OF THE COMMUNITY WELFARE ACT, 1987.
Approval was given to the recommendations contained in
Cabinet Minute 89-299, dated 8th September, 1989,
submitted by the Minister for Family and Community
Services, in relation to this matter, subject to:specific reference being made in the Bill to the
range of sanctions which can be included in the
Regulations.
The Minister for Family and Community Services is to
take the necessary action to give effect to Cabinet's
decision, including the preparation of the necessary
legislation.

AMENDMENT OF THE TRAFFIC ACT TO PROVIDE FOR ADDITIONAL
MEASURES AGAINST TRAFFIC LAW OFFENDERS.
Approval was given to the recommendations contained in
Cabinet Minute 89-310, dated 15th September, 1989,
submitted by the Minister for Transport, in relation to
this matter, subject to:-

the adoption of the Attorney General's suggested
approach (letter of 22nd September, 1989) to
immediate licence cancellation based on the
Victorian model;
discussions between the Minister for Transport, and
the Minister for Health, on the question of medical
review of Blood Alcohol Content 0.15% offenders,
prior to reissue of licences, as recommended by
STAYSAFE 13; and
the Minister for Transport raising with the
Australian Transport Advisory Council the adequacy
of penalty levels, particularly in relation to the
offence of following too close to the vehicle in
front, and the wearing of seatbelts and helmets.
The Minister for Transport is to take the necessary
action to give effect to Cabinet's decision, including
the preparation of the necessary legislation.
