CLIMATE CHANGE ("GREENHOUSE") AND PROPOSED LEGISLATION
TO CONTROL THE USE OF OZONE DEPLETING SUBSTANCES.
Approval was given to the recommendations contained in
Cabinet Minute 89-203, dated 23rd May, 1989, submitted
by the Minister for the Environment in relation to this
matter, with the exception of recommendation 3.2.1.
Cabinet also decided:

to establish a Cabinet sub-Committee comprising

that the proposed regulations are to be considered
by the Cabinet sub-Committee, and brought to
Cabinet for endorsement.
that the Interdepartmental Committee on Impacts of
Climate Change is to include a representative of
the Forestry Commission (Paragraph 4.16.4), and
that a member of The Cabinet Office is to undertake
the role of the Chairman of the Committee.

to adopt the penalties proposed by the Attorney
General in his letter of the 19th June, 1989, and
the option referred to in the letter from the
Minister for the Environment of the 22nd June,
1989. Also, the further comments of the Attorney
General, as outlined in his letter of the 3rd July,
1989, were agreed to.
The Minister for the Environment is to take the
necessary action to give effect to Cabinet's decision,
including the preparation of the necessary legislation.
