he reform of the United Nations
development system (UNDS involves
a set of far-reaching changes in the
way the UN development system
works to help countries around the world
in achieving the Sustainable Development
Goals.
The reform is mandated by the General
Assembly of the United Nations in
Resolution A/RES/72/279 of 31 May 2018,
which responded to the vision and proposals
of Secretary-General António Guterres to
reposition the United Nations development
system to deliver on the 2030 Agenda.
Its aims are to yield a UN development
system that is more integrated, more
focused on delivery on the ground, with
clearer internal and external accountability for contributions to national needs,
and with capacities, skillsets and resources
better aligned to the 2030 Agenda.
Here, are some views from the UN
leadership, on this key chapter in the history
of the United Nations.
“Reform is not an end in itself. The purpose of reform
is simple and clear: to best position the United Nations
to deliver on humanity’s boldest agenda: the sustainable development goals. To better serve people:
People in need. People with hope. People who look
to us to help improve their lives and also, to improve
our world at a time of spiralling challenges and rapid,
dramatic change. With the structural aspects of the
reforms now well consolidated, it is imperative to keep
the foot in the pedal to achieve the cultural change
we need for greater collaboration across pillars and
tangible results for people on the ground.”
“We need a 21st century United Nations able to
respond to the paradigm shift reflected in the
2030 agenda. This is the most ambitious reform
of the United Nations Development System in
decades. It is about serving people everywhere,
and about leaving no one behind. Expectations are
high. Member states are counting on us to deliver.
Achieving the SDGs everywhere is a promise we
can’t afford to break. The consequences would be
dire for people for and planet and across the globe.
In the words of Nelson Mandela, it always seems
impossible until it’s done. So let’s get it done.”
