Principal recommendation number 17 from the Bragg Report stated that ‘On all sites
the contractor or construction organisation should appoint a properly qualified
temporary works coordinator…’. In the 1970’s the term ‘Principal Contractor’ did not
exist as there was very little sub-contracting.
3.1.5
CDM Regulations were introduced in 1994 the term ‘Principal Contractor’ was used to
describe the organisation appointed by the Client to plan, manage and monitor all
construction work.

The Contractor’s DI was a term introduced into the fourth edition of BS5975 in 2019
however it was a role that has existed since the third edition published in 2008.
