The Bragg Report some of the 27 principal recommendations:

Relates to modern day RIDDOR including the
partial or complete collapse of scaffolding more
than 5 metres in height and the unintentional or
partial collapse of any structure of more than 5
tonnes or any falsework structure.
Frequency and circumstances of inspecting
structures can be found in Work at Height
Regulations, the Provision and Use of Work
Equipment Regulations and the Construction
(Design and Management) Regulations.
This was reduced to 2.5% when it was
incorporated into BS 5975 and no further
failures were attributed to insufficient lateral
stability. BS EN 12812 treats lateral stability
slightly differently and advises that all known
horizontal forces plus 1% of the vertical load are
applied horizontally to a model that takes the
imperfections and second-order effects into
account, using partial load factors for static
equilibrium.
Standard or simple designs are likely to be
covered by an installtion guide. In any case, the
deisgner, or individal and/or organisation
specifying the solution should be provided sitespecific information that can influence the
solution provided.
This is a requirement of Section 6 of the Health
and Safety at Work, etc Act 1974.
This now applies to ALL temporary structures.
Minor alternations may be permitted without
needing to get deisgner approval. Significant
changes will need to be approved by the
designer and checked by the design checker.
‘Complex’ or ‘innovative’ or ‘Category 3’ designs
need to be checked by a different organisation.
ALL designs need to be checked for suitability
based on their design ‘category’.
This summarises the modern day roles and
duties of the temporay works coordinator. At
this time this was the only appointment however
in 2008 BS5975 introduced the designated
individual and temporay works supervisor.
