NOTICE TO BIDDERS
Sealed bids will be received as set forth in Instructions to Bidders (https://
www.dot.ny.gov/bids-and-lettings/construction-contractors/important-info) until 10:30 A.M. on Thursday, December 19, 2024 at the NYSDOT, Of昀椀ce of
Contract Management, 50 Wolf Rd, 1st Floor, Suite 1CM, Albany, NY 12232
and will be publicly opened and read. Maps, Plans and Speci昀椀cations may be
seen at Electronic documents and Amendments which are posted to www.dot.
ny.gov/doing-business/opportunities/const-notices.
The State University Construction Fund will receive sealed Proposals for Project No. 031068-00 Titled Renovate Moore Hall for Student Living Services at
SUNY Buffalo State University until 2:00 p.m. Local Time on December 10,
2024, at the Fund’s Of昀椀ce at H. Carl McCall SUNY Building, 353 Broadway,
Albany NY 12246, where such proposals will be publicly opened and read
aloud.
The New York State Department of Transportation, in accordance with the
Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Of昀椀ce the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code
of Federal Regulations, Part 200, Title IV Program and Related Statutes, as
amended, issued pursuant to such Act, hereby noti昀椀es all who respond to a
written Department solicitation, request for proposal or invitation for bid that
it will af昀椀rmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/
handicap and income status in consideration for an award.
BIDDERS SHOULD BE ADVISED THAT AWARD OF THESE CONTRACTS MAY BE CONTINGENT UPON THE PASSAGE OF A BUDGET
APPROPRIATION BILL BY THE LEGISLATURE AND GOVERNOR OF

The Fund’s project speci昀椀c goals for this project are 18% MBE and 12% WBE
and 6% SDVOB.
A pre-bid conference and project walk through will be held on November 19,
2024 with all contractors assembled at 1:00 PM at Buffalo State University
Moore Hall Entry Lobby.

Complete sets of Contract Documents for bidding may be obtained from Avalon upon receipt of a payment of $49.00 for a printed copy or $10 for an electronic copy, made payable to Avalon Document Services, for each complete
set. The Fund waives fees and deposits for sets of the Contract Documents
requested by NYS certi昀椀ed Minority- and Women-Owned Business Enterprise
or Service-Disabled Veteran-Owned Business Enterprise.
Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid
in an amount not less than 昀椀ve (5) percent of the Total Bid. Each bid must be
identi昀椀ed, on the outside of the envelope, with the name and address of the
bidder and designated a bid for the Project titled above. When a sealed bid is
placed inside another delivery jacket, the bid delivery jacket must be clearly
marked on the outside “BID ENCLOSED”. Visit https://sucf.suny.edu/sites/

if bidding.
It is the policy of the State of New York and the Fund to encourage minority/
women’s business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy.
The Fund reserves the right to reject any or all bids.
