Section 3 Employment Opportunities
WDF supports hiring Section 3 of the Housing and Urban Development (HUD) mandate that requires employment and other economic opportunities generated by federal assistance to public housing authorities to be directed, whenever possible, to public housing residents and other low and very
low-income residents to work on all of our New York City Housing Authority (“NYCHA”) projects. WDF supports hiring Resident Employment Program
(REP), which requires that 15 percent of the labor amount of NYCHA construction contracts greater than $500,000 be spent on resident hiring. To that
end, WDF’s approach to meet NYCHA Section 3 requirement and our past Section 3 performance has been to commit to working with Resident Economic
Empowerment Sustainability Department (REESE) to source Category 1 and 2 residents.
