Morning Briefing
It is hard to believe that
Halloween is approaching,
and we are a couple of months
away from the end of 2022.
The year has flown by, and we
continue to adjust to life in a
post-Covid pandemic world.
As I write this article, our
members are deployed to the
West Coast of Florida assisting
those communities that were
ravaged by Hurricane Ian.
Thoughts and prayers to all
those who were impacted by
the storm.
Please see the following updates
on certain issues, as well as some
background on other matters.
8 Year Drop:
I have received a number of questions
about the 8-year DROP. Earlier this year,
legislation was passed that extends the
period stating that law enforcement
officers may participate in the Deferred
Option Retirement Program from 60
months to 96 months. To be eligible
for this extended participation period,
the law enforcement officer must be
participating in DROP before July 1,
2028.
At this point in time, the Local is
not supporting an 8 year DROP for
firefighters. Our priority is to return
to the 25-year retirement for all our
members and restore the COLA. These
were benefits that were “lost” in 2011
that we’ve been working to restore. If
and when we are able to accomplish
these measures, then the Local would
consider entertaining the 8-year DROP
for firefighters.

any benefits under the State’s Cancer

INFORMS Issues:
The County’s transition to the INFORMs
payroll management system has
been problematic at best. While they
worked to address many of the issues
and made significant improvements,
our members are still encountering
problems. If you are having an issue
with INFORMS, please contact John
Kelly. At 1403’s request, the Mayor
assigned John to the INFORMS
Executive Steering Committee and has
been troubleshooting INFORMS issues
since its implementation.
2023 – 2026 CBA:
Local 1403’s negotiating team has
started to prepare to negotiate the 2023
- 2026 Collective Bargaining Agreement

(CBA). The current CBA expires on
September 30, 2023.
Mayor Daniella Levine Cava and her
Chief negotiator, Jimmy Morales have
committed to a goal of having the
2023 - 2026 CBA ratified and ready for
implementation on October 1, 2023.

org. The negotiations team will review
all input provided.
Constitution and Bylaws;
Local 1403’s Constitution and Bylaw’s
Committee is conducting its annual
review of the Local’s Constitution
and Bylaws (C&BL). If you have any
suggestions, input, or comments,
regarding the C&BL, please submit
them
to
constitutionandbylaws@
local1403.org. The current Constitution
and Bylaws can be viewed using the
link below.
